Update
The team continues to investigate the problem. Progress has been made in identifying the area of code impacting the service. However, a root cause has not been determined.

The internal cache that manages site provisioning has been cleared as a mitigation. This will enable a subset of phones to sign back in while our investigation continues.

We are investigating an issue where Site-based provisioning policies are not applied.

Policies set at the Device Group level are functioning correctly.
